The WEA is a designated Institute for Adult Learning (IAL) in England and in Scotland and receives public funding from various different sources, public, charitable and private. It also benefits from time being given by members.

Public funding (England)

WEA receives its principal funding from the Education and Skills Funding Agency (ESFA), which manages the grants for non-devolved areas in England

Public funding (Scotland)

WEA Scotland receives core funding from the Scottish Government in the form of a Strategic Funding Partnership Agreement with Education Scotland.

Lottery funding

The WEA also benefits from the National Lottery Community Fund.

Charitable funding

Further income is sourced from a wide range of grant and contract funding sources, including health organisations, endowment fund and trusts grants.

Corporates whose missions align with our own may also support the WEA through donations as part of their Corporate Social Responsibility actions.

Volunteer impact

The WEA is distinguished by the extensive roles played by volunteers, from governance through to classroom support. Ofsted said that “a key strength of the organisation has been, and continues to be, the strong historical bond that exists between employees and volunteer members of the organisation”.

The input of volunteers makes our adult education work distinctive. Research conducted as part of the Government’s ‘Pound Plus’ methodology has estimated the value of volunteering to the WEA to be in the order of £4 million per year.

Mayoral Combined Authorities

Increasingly, England’s education budget is becoming devolved to Mayoral Combined Authorities (MCAs) and in the future unitary and county authorities. We provide education to learners in the following areas:

Lifelong learning has never been more important

The world is going through unprecedented changes and this is being felt at community level. We all need the skills, knowledge and confidence to understand what is happening around us to deal with the difficult challenges ahead and to build a better future for ourselves and our communities.

Because our mission is to bring education to all that need it, fight inequality and promote social justice, we are committed to championing the cause of our learners who need education to succeed and thrive.

The WEA Manifesto

We are asking policy and funding decision-makers for just five commitments:

Create a national lifelong learning strategy
This would set out a holistic definition, looking through all three lenses (health, culture and work). It would set the roles and responsibilities and provide a framework for regional priorities.

Prioritise funding for those who left school with no or few qualifications
A lack of role models, aspirations and confidence can be tackled through community education. They provide important building blocks for Job Centres to work on.

Protect the freedom to set a broad curriculum Many adults are reluctant to return to learning and cultural education may be the only way to attract them back to study. Stop de-funding of “leisure learning”. Valuable mental health and wellbeing outcomes will also be lost.

Return adult education funding to 2010 levels by 2029
Public finances are tight but support for adult learning would reap economic benefits in terms of productivity, as well as taking pressure off welfare benefits and also the NHS (through health and wellbeing outcomes).

Deliver a national campaign to drive up participation
Less than 30% of the adult population is currently learning. There is an urgent need to reach the remaining 70%. This includes some of the most disadvantaged groups in society and many who would benefit the most.

Support the post-19 education workforce
The WEA provides critical second-chance education. It should not be doing it with less well-paid staff and struggling to recruit as a result.

Convincing decision-makers

Our leadership team are committed to engaging with policy and funding decision-makers in UK and Scotland Governments, and in devolved authorities in England. But the more voices that tell the story of our learners and the impact of our work, the more convincing the case.

There are many ways that you can get involved:

Join us on our mission to inspire

Founded in 1903, the WEA is the UK’s largest adult education charity. Our mission is to bring education within reach.

We deliver life-changing learning across England and Scotland. Whether it’s courses that provide basic maths, English and IT skills for employment; or learning to improve health and wellbeing; creative programmes to broaden horizons, or community engagement activities that encourage active citizenship. Here at the WEA, there really is something for everyone

We believe that all adults, regardless of situation, should have access to education. We are committed to supporting our learner, inspiring them to reach their personal aspirations, encouraging them to apply their learning to their communities and the wider world.

Want to help us bring education within reach? Then apply for one of our roles.

Assessed ‘Good’ by Ofsted in 2024, we have classes in almost every area of England and Scotland.

Our staff are dedicated to bringing high quality education into the heart of communities. We are proud that 98% of our learners are satisfied with their learning experience and 96% of our teaching sessions meet or exceed learners’ expectations.

Don’t just take it from us, hear what our learners have to say. (Check out our Inspiring stories pages).

Morag tells us of her experience, ‘I felt confident starting my job, knowing I had learnt so much from the WEA course, and I was able to put my new skills into practice’.

Join us as we continue to open doors through adult education, improve social mobility, and build a future where everyone realises their full potential.

Quiz your local candidates on adult education

Quiz local candidates

Throughout the election campaign, there will be many opportunities to interact with candidates who want to be your MP. You will find them at hustings events, on radio call-in shows, and on your doorstep

If you have the opportunity to interact with candidates, you might want to tell them:

  • Your personal story of why adult learning is important to you

  • How it has improved your life

  • How it might continue to do so if the Government maintains the funding for courses such as those you have benefitted from

You might also want to ask:

  • If elected, how will they fund adult learning in community venues which support disadvantaged learners? You might want to add that not all adult learners feel comfortable learning in traditional education venues such as colleges.

  • Will they support adult learning for health and wellbeing and to strengthen community ties, as well as learning for work?

If the candidates are positive either:

  • Ask for a selfie for you to share on your own social media, tagging the WEA, or email it to us for us to share

  • Point them to this website, to pick up a social media politician pledge card

Please let us know what responses you get, either positive or negative, by emailing [email protected]

Write to your local candidates about adult education

Through the election campaign, there will be lots of opportunities to interact with candidates, but sometimes a postal, email or social media approach is the most convenient.

After 7th June the Electoral Commission will hold details of all the candidates standing in your area. Visit their website and enter your address to find out.

The best way to get a response is to write about your personal story and ask direct questions of them.

You might want to tell them:

  • Your personal story of why adult learning is important to you

  • How it has improved your life

  • How it might continue to do so if the Government maintains the funding for courses such as those you have benefitted from

You might also want to ask:

  • If elected, how they will fund adult learning in community venues which support disadvantaged learners? You might want to add that not all adult learners feel comfortable learning in traditional education venues such as colleges.

  • Will they support adult learning for health and wellbeing and to strengthen community ties, as well as learning for work?
